Effective August 1, 2026, businesses using the Electronic Certificate of Origin Management and Issuance System (ECOSYS) are required to re-register their Certificate of Origin (C/O) issuing authority in accordance with Circular No. 26/2026/TT-BCT.

This requirement has been introduced by the Import and Export Department – Ministry of Industry and Trade (MOIT) to support the ECOSYS system upgrade and ensure the smooth implementation of the new C/O issuance procedures nationwide.

Failure to update the registration before the effective date may interrupt your company's C/O application process and affect export activities.

Why Do Businesses Need to Re-register Their C/O Issuing Authority?

According to the guidance issued by the Import and Export Department, the re-registration is necessary to implement the new provisions of Circular No. 26/2026/TT-BCT and align ECOSYS with the updated management mechanism.

Once the registration is completed, businesses can continue applying for Certificates of Origin through ECOSYS as usual.

Step-by-Step Guide to Re-registering on ECOSYS

Step 1. Log in to ECOSYS

Access the Electronic Certificate of Origin Management and Issuance System (ECOSYS) using your existing business account.

After logging in, the system will automatically verify your current registration information.

Step 2. Update Your C/O Issuing Authority

If your registration has not yet been updated under the new regulations, ECOSYS will display a notification requesting you to re-register your C/O issuing authority.

This step must be completed before you can continue using the system's functions.

Step 3. Select the Issuing Authority and Applicable C/O Forms

Businesses are required to:

• Select the C/O Issuing Authority.

• Select the Certificate of Origin (C/O) Forms to be issued by each authority.

Important Changes

Under the new mechanism:

• The distinction between Primary Issuing Office and Secondary Issuing Office has been removed.

• Businesses may register with multiple C/O issuing authorities.

• Each C/O Form can only be assigned to one issuing authority.

• If you wish to change the issuing authority for a specific C/O Form, you must follow the official change request procedure.

• ECOSYS will automatically suggest the C/O Forms previously registered by your business for your review and adjustment.

Step 4. Confirm the Registration

After completing the registration:

• Review all registration information.

• Confirm the submitted details.

• Submit the registration through ECOSYS.

For the first registration, the system will automatically approve the application and notify the business via both email and the ECOSYS portal.

Any future changes must follow the official procedure for changing the C/O issuing authority.

Step 5. Continue Applying for Certificates of Origin

After successfully updating the registration, businesses can continue the standard C/O application process:

• Create a C/O application.

• Upload the required supporting documents.

• Submit the application.

• Track the processing status.

• Receive the electronic Certificate of Origin (e-C/O).

Complete the Registration Before August 1, 2026

The Import and Export Department recommends that businesses complete the re-registration process before August 1, 2026 to avoid disruptions to export operations and C/O issuance.

Early registration will help ensure uninterrupted access to ECOSYS and a smooth export documentation process.

Conditions to Maintain C/O Issuance Eligibility

In addition to updating the issuing authority, businesses and C/O issuing organizations should continue to meet the applicable regulatory requirements, including:

• Maintaining qualified personnel responsible for C/O issuance.

• Ensuring authorized signatories have received training on Rules of Origin.

• Maintaining a valid account for C/O certification fee collection.

• Ensuring sufficient IT infrastructure for the stable operation of ECOSYS.

• Properly storing all C/O-related documents and records in accordance with applicable regulations.
