1. Import Policy for Massage Machines

Brand-new massage machines are not included in Vietnam's list of prohibited imports, so they can generally be imported under normal customs procedures. However, it is important to distinguish between the following two categories:

General Massage Machines (Relaxation Purpose):
These products can be imported through standard customs procedures without requiring any specialized import permits.

Medical Massage Devices (Therapeutic Purpose):
If the product is classified as a medical device, the importer must complete the required procedures for Declaration of Applicable Standards or Medical Device Registration in accordance with the regulations of the Vietnamese Ministry of Health.

2. HS Code & Import Duties

Correct HS classification is essential for determining the applicable import duties and taxes.

Reference HS Code: Chapter 9019 (e.g., HS Code 9019.10.10 – Electrically operated massage apparatus).

Preferential Import Duty:
The applicable import duty depends on the final HS code. Importers may enjoy 0% import duty if they provide a valid Certificate of Origin (C/O), such as Form E, Form D, Form VJ, etc., in accordance with the relevant Free Trade Agreements (FTAs).

Value Added Tax (VAT):
Generally subject to 8% or 10% VAT, depending on the prevailing regulations.

3. Customs Documentation Required

To facilitate a smooth customs clearance process, importers should prepare the following documents:

  • Import Customs Declaration

  • Commercial Invoice

  • Packing List

  • Bill of Lading (B/L)

  • Certificate of Origin (C/O) (if claiming preferential tariff treatment)

  • Medical Device Classification Documents (if applicable)

Imported products must comply with Decree No. 43/2017/ND-CP on Goods Labeling.

The product label should include, at a minimum:

  • Product name

  • Name and address of the responsible organization or importer

  • Country of origin

  • Other mandatory information depending on the nature of the product
