1. What is AFR?

AFR stands for Advance Filing Rules. It is a regulation established by Japanese Customs that requires all shipping lines and freight forwarders to electronically submit detailed cargo information to Japanese Customs once the cargo has been loaded onto the vessel at the Port of Loading (POL).

Filing Deadline:

  • No later than 24 hours before the vessel departs from the Port of Loading bound for Japan.

Purpose:

  • To enhance cargo security and enable Japanese Customs to identify potential terrorism threats, smuggled goods, or prohibited items before they arrive at Japanese ports.

  • Freight Forwarders (House Bill of Lading - HBL): Forwarders are responsible for filing House Bill of Lading information when shipments are consolidated under their service.

The AFR fee is typically charged by the shipping line or freight forwarder and collected from the exporter (shipper) in Vietnam as part of the local charges included in the freight quotation.

3. How Much Does AFR Cost?

AFR fees are usually charged on a per Bill of Lading basis, rather than according to the number of containers or cargo volume (CBM).

Standard AFR Filing Fee:

  • Typically ranges from USD 25 to USD 40 per Bill of Lading.

Amendment Fee:

  • If any cargo information needs to be corrected after successful filing, an amendment fee will apply.

  • This fee is generally equal to or higher than the original filing fee, ranging from USD 25 to USD 40 per amendment.

4. Information Required for AFR Filing

To ensure accurate AFR submission, the shipper must provide the carrier with complete shipment information, usually through the Shipping Instruction (SI), including:

  • Detailed information of the Shipper, Consignee, and Notify Party, including:

    • Company name

    • Full address

    • Postal code

    • Telephone number

    • Country

  • Vessel name and voyage number (Vessel/Voyage)

  • Port of Loading (POL)

  • Port of Discharge (POD)

  • Detailed cargo description and HS Code (minimum 6 digits)

  • Container number(s)

  • Seal number(s)

  • Number of packages

  • Gross weight

  • Cargo volume

5. Consequences of Late or Non-Compliance with AFR Filing

Japanese Customs strictly enforces AFR regulations. Failure to submit AFR within the required timeframe or providing inaccurate information may result in serious consequences:

  • Cargo Held at Origin Port

  • The shipping line may refuse to load the cargo if AFR approval has not been received.
  • Customs Clearance Rejection in Japan

  • Cargo may be denied entry, required to be re-exported, or even confiscated upon arrival.
  • Financial Penalties

  • The responsible filing party may face fines of up to JPY 500,000 and other legal penalties under Japanese Customs regulations.
